Refund of Assessment Rates For Vacant Premises
In accordance to Section 162, Local Government Act 1976, the owner of new houses/shops with certificate of fitness obtained but remain unoccupied can apply for refund of a portion of assessment rates paid for his/her premises which has been vacant of not less than one calendar month of the relevant half year. However, he/she is required to notify the local municipal council namely Majlis Perbandaran Pulau Pinang (MPPP) for Penang Island and Majlis Perbandaran Seberang Perai (MPSP) for Seberang Perai and submit application form with attached documents and receipts that fulfill the requirements for refund of assessment rates.
Assessment rates must be paid twice in a year ie in January and July. Refund/Remission of assessment rates are being processed as follows:-
First Half of the calendar year (1 Jan - 30 June )
Second Half of the calendar year (1 July - 31 December )
Conditions for the Application of Refund/Remission of assessment rates for vacant premises
Notice in writing to notify valuation department of local municipal council within 7 days of the commencement of vacancy.
The building is vacant and no rent is payable for a period exceeding one month.
You are required to show proof that the building is in good condition and fit for occupation and reasonable efforts have been made :-
- put up a " To Let" poster on the vacant premises concerned (with photograph as proof);
- advertise in the local newspaper to attract prospective tenant (with paper cuttings and payment invoice as proof );
- appoint a Licenced Real Estate Agent to secure a tenant with a copy of appointment/confirmation letter obtained from the Real Estate Company as proof )
